Lyttleton Tanny Shirley wins Best Chairman award

The 2024 Public Bodies' Corporate Governance Awards was held on December 4, 2024, at the Jamaica Pegasus Hotel, in Kingston under the theme "Fueling Change for Global Impact."



The Most Outstanding Chairman Award, a category introduced for the first time this year, was awarded to FCJ Chairman, Lyttleton ‘Tanny’ Shirley. The award recognises the Chairman “who’s commitment to advancing the corporate governance agenda across the public body is unparallelled.”

Shirley has over 42 years of involvement in Jamaica’s private and public sectors. An engineer with a penchant for entrepreneurship, he oversees the FCJ which provides real estate solutions for industries such as manufacturing, agro-processing, warehousing and distribution and the Global Services Sector (Business Process Outsourcing).

The awards are sponsored by the Ministry of Finance and the Public Service (MOFPS) in collaboration with the Private Sector Organisation of Jamaica ( PSOJ).

Public bodies governed by the Public Bodies Management and Accountability Act (PBMAA) and the Corporate Governance Framework for Public Bodies (CGF) are those examined for performance.

The awards aim to promote awareness of corporate governance principles, encourage improvements in governance disclosures and honour organisations that uphold exemplary standards of governance practices.

The FCJ, supervised by Tanny currently manages over 1.6million square feet of industrial space for small, medium and large enterprises facilitating employment for 5,868 individuals in a cross-section of industries.

The agency is currently also developing projects which will be suitable for Special Economic Zone (SEZ) status, thereby expanding value-added activities for transnational manufacturing and distribution companies.

There are over 200 entities in the public sector, 10 of which were shortlisted to vie for the coveted Greta Bogues Award for Excellence in Corporate Governance.

Among the nights winners were National Health Fund, National Solid Waste Management Agency, National Export - Import Bank of Jamaica and Petrojam Ltd.

The National Health Fund was awarded the overall winner of the Greta Bogues Award for Excellence in Corporate Governance.

Participating public bodies were assessed in eight areas, divided into two categories: Special and Dedicated Awards. These were: Best Annual Report; Most Improved Public Body; Best Website; Most Outstanding Chairman; Board Composition, Functions and Structure; Corporate Governance Policies, Procedures & Practices; Compliance and Disclosure of Information; and Risk Measurement and Internal Controls.

The PSOJ initiative, launched in 2016, serves to enhance governance disclosure and highlight entities demonstrating exceptional adherence to the principles of good governance.

FCJ was also awarded2nd place - Greta Bogues Award for Excellence in Corporate Governance, 1st place - Finance Minister’s Award for Board Composition, Functions and Structure, and 3rd place - Finance Secretary’s Award for Risk Management & Internal Controls.

The agency Factories Corporation of Jamaica (FCJ) Ltd. was named first Runner-Up in the 2024 Public Bodies' Corporate Governance Awards, walking away with four of the night’s awards in total.
